The Victorian government on Sunday announced new-look lockdown rules and triggers for moving between the steps on its road map for restrictions .
Under the second step starting at 11.59pm on Sunday night there will be a number of changes for workplaces that the government says will see around 127,000 Victorians able to return to work.

This story is presented in three sections to take in both the existing road map (which would see about 101,000 Victorians back at work), the changes the government announced on Sunday (which add the other 26,000) and what happens next.
It is important to note the government also changed the thresholds for moving between the steps in its road map flagging that the Third Step could now occur on October 19 rather than October 26 providing case targets are met.
Rule changes under original road map:
Construction: The baseline for large-scale construction will go from 25 per cent of the total workforce to 85 per cent.For small-scale construction sites, specialist contractors will now be able to visit up to 5 sites per week, with a maximum of 2 per day. Early Stage Land Development density restrictions will increase to 20 workers per hectare.
