Julie Hogg's family have spoken of their relief after the Justice Secretary, who had the final say on Billy Dunlop's fate, said he must stay in closed prison conditions

Notorious killer Billy Dunlop will stay behind bars in a closed prison, the Ministry of Justice has confirmed.
The murderer had asked to be moved to open prison conditions after an 18-year stretch behind bars for killing Billingham mum, Julie Hogg. Last month, the Parole Board concluded 62-year-old Dunlop must have changed "substantially" as they recommended a shift to open prison conditions.
However, on Thursday, the Ministry of Justice confirmed Justice Secretary Shabana Mahmood has refused the move. Julie's mum Ann Ming and son Kevin Hogg shared their relief at the news, while thanking the public of Teesside for their support.
Speaking on behalf of himself and Mrs Ming, Mr Hogg told Teesside Live: "We are really glad that Shabana Mahmood has kept this prolific violent offender in custody. The safety of the public is paramount and we are really thankful that she has taken the time and consideration and put victims first."
When asked how they felt personally, he said: "Really happy. We can't express the gratitude we feel to our MP Matt Vickers, the media and the community on Teesside. Without their support I don't think we would have had this decision."
