Public Works and Infrastructure Minister Dean MacPherson faces mounting criticism over allegations of political interference, governance overreach, and systemic undermining of the Independent Development Trust (IDT). Accused of bypassing protocols, targeting black executives, Black females in particular, and embroiled in internal power struggles, MacPherson’s leadership has drawn condemnation from civil society, political rivals, and business councils, raising urgent questions about accountability in South Africa’s public institutions.
MacPherson’s unlawful interference in procurement processes is disturbing indeed reminding us of state capture at its worst or is that incompetence? At the heart of the controversy is MacPherson’s egregious email to IDT Programme Manager Linet Barnes on 9 December 2024, pressuring her to expedite payment to Lonerock Construction for a sinkhole rehabilitation project at Waterkloof Airforce Base. The project’s variation order exceeding 20% required approval from National Treasury and the Department of Public Works and Infrastructure (DPWI), yet MacPherson bypassed IDT executives to directly contact junior staff. Critics, including the uMkhonto Wesizwe Party, labeled this a “blatant overreach” and “political interference,” with spokesperson Nhlamulo Ndhlela likening it to “state capture.” The IDT called the incident “concerning and shocking,” emphasizing adherence to due process.
