Ex-Public Service head Francis Muthaura proposes presidential runner up takes PM position

Former head of Public Service Francis Muthaura has proposed formation of the prime minister position which will be taken up by the presidential runner-up.
In his proposal to the Building Bridges Initiative (BBI) on Thursday, July, 11, Muthaura said the winner in a presidential election should become the president and head of state and appoint the runners-up as prime minister.
In a report by Capital News, the career diplomat and civil servant said the position of deputy president should be retained for the purposes of succession.
According to him, the current constitutional dispensation was responsible for ethnic divisions and violence during elections and can only be cured by creating more space to accommodate those who lose in presidential polls.
On appointment of the cabinet secretaries, Muthaura said the positions should be divided between the president and the prime minister but only the head of state should have the powers to fire a CS.
He further proposed to have cabinet secretaries appointed from among members of the National Assembly arguing that it will help solve the disharmony between the political class and the executive.
However, Muthaura's sentiments have been shared by many other politicians including former prime minister Raila Odinga.
Raila has been in the forefront pushing for amendment of the Constitution to expand the executive that will see creation of the PM position.
Also, vocal trade unionist Francis Atwoli has been pushing for an inclusive approach that will see losers in presidential elections get absorbed into government to avoid political animosity that the country has often experienced in the past years.
